The new Act will provide towns with broad powers for enacting by-laws and will provide the authority to establish, own and operate recreational facilities.

Changes to the Municipalities Act are now in effect under the new Towns and Local Service Districts Act. These include more flexibility for towns to generate tax revenue and tools for tax affordability. Unnecessary ministerial oversight and red tape will also be reduced. The new Act will provide towns with broad powers for enacting by-laws and will provide the authority to establish, own and operate recreational facilities. Elections will be held every four years. The Department of Municipal and Provincial Affairs started a series of in-person and virtual training sessions in October.  The next training session will be held virtually on January 8th  for Local Service Districts. To register, email MAPAtraining@gov.nl.ca. In the near future, an updated handbook will be distributed providing guidance and best practices on the new legislation.
